It should be available in a few weeks -- unfortunately, the approval process from Apple still takes several weeks after we release it to them. If you tap the bubble you're trying to edit, you will see a small icon in the upper left corner. Click that icon (it's the edit icon) and it will bring up a new set of icons over the balloon. Now, touch the middle one (move) and drag the balloon wherever you'd like it. One other possibility is that you've already saved your image and you are trying to reload it. Unfortunately, bubbles are not persistent across saves, so you'll have to re-open the original image and create a new balloon.
